Site 10A is a new development on land to the west of BC Place. It will be a comprehensive, purpose-built, world-class development designed to complement the surrounding area. It will feature hotels, retail and restaurants and will be the new home for Vancouver’s existing Edgewater Casino.
The City of Vancouver has issued a development permit for parq Vancouver’s new urban resort, at 39 Smithe Street, confirming that all prior conditions have been met including Social Policy, Urban Design, Planning and Engineering conditions. This is consistent with rezoning approval granted by Council in 2011.
We are excited to move forward to create a new urban entertainment resort that will dazzle our guests and make Vancouver proud when it opens in late 2016.
Construction work will continue through completion of the project, anticipated in late 2016. We will comply with all relevant City of Vancouver and other bylaws and regulations. This new urban resort is BC’s largest private development. It will create
- hundreds of jobs each month over its two-year construction period. These jobs will vary during the evolving phases of the project and will include engineers, heavy machine operators, labourers, carpenters, electricians, plumbers, painters and other trades and professions. 10% of these construction jobs are being filled locally, through organizations affiliated with marginalized families in our community – supporting families in the Downtown Eastside and neighouring areas.
- 2,000 ongoing jobs throughout the new resort, including 650 positions currently held by employees of Edgewater casino. 10% of these ongoing employees will be hired locally, through programs that help marginalized people enter and succeed in the workforce
Once opened, the resort is committed to supporting the local community through three areas of focus: helping at-risk families in the downtown eastside; supporting and showcasing local art and artists and continuously raising the bar on responsible gaming.
Paragon is a privately held company that develops, owns and operates destination resorts. The Company has extensive experience in the casino industry, with offices in Vancouver, B.C and Las Vegas, Nevada. Paragon owns the Edgewater Casino in Vancouver.
B.C. Pavilion Corporation (PavCo) is a Crown corporation that owns BC Place and land to the west of the stadium. The development of land to the west of BC Place has always been part of an overall revitalization plan for this site. In 2009, PavCo invited companies to submit proposals for the development of land to the west of BC Place. Paragon Gaming was selected as the preferred proponent to develop this site. In January 2010, Paragon and PavCo entered into a Master Development Agreement (MDA) for the development and operation of the proposed project. An updated MDA was signed in March 2013. PavCo is the owner of the project site which, subject to certain requirements, will be ground leased to Paragon for a term of 70 years from public opening. PavCo is not responsible for the development of the complex or its operation once it is completed.
The land is being leased, not sold. PavCo is expected to receive revenue from the lease of land for this development, once it has been completed. The revenue is estimated to be $3 million per year.
BCLC is the Crown corporation that operates commercial gambling on behalf of the Province of B.C. BCLC contracts with third party Service Providers, including Edgewater Casino, who provide gambling facilities and day-to-day operational services to BCLC. BCLC sets the facility and operational standards for gambling facilities in B.C which must be met before BCLC’s approvals are final.
